Legislation Threatens Access to Home and Community-Based Services for Millions of Vulnerable Americans Nationwide
(Alexandria, VA and Washington, DC) – The National Alliance for Care at Home (the Alliance) issued the following statement today in response to the Senate’s passage of the “One Big Beautiful Bill Act,” also known as the Reconciliation bill.
“The Alliance is alarmed by the Senate’s passage of the One Big Beautiful Bill Act, which prioritizes misplaced budget cuts over the health and wellbeing of our most vulnerable. The legislation will reduce access to care and support for the millions of Americans who rely on home and community-based services (HCBS),” said Alliance CEO Dr. Steve Landers.
The home care community advocated for the Senate to mitigate certain provisions of the legislation that would lead to steep reductions in state provider tax policies with serious implications for access to care for beneficiaries who depend on HCBS. The administrative burden imposed on providers and the individuals they serve by community engagement and mandatory cost-sharing requirements is likely to result in unintended consequences for people and programs beyond those immediately included in this policy, like HCBS.
“The Alliance continues to maintain that the complexity of the Medicaid program makes it nearly impossible to reduce expenditures by the amounts contemplated by this legislation – potentially exceeding $1 trillion over ten years – without impacting services to older adults and people with disabilities. The Alliance will advocate on behalf of Medicaid enrollees, families, and providers nationwide for improved legislation that promotes the delivery of HCBS – proven services that are preferred by beneficiaries and save the system money. We strongly urge the House to reject the most draconian pieces of this bill and refocus the Medicaid provisions on issues related to reducing fraud and increasing cost-effective care delivery.”
