Leadership

Steven “Steve” Landers, MD, MPH
Chief Executive Officer

A recognized leader and innovator in home health, primary care and aging services, Dr. Steven “Steve” Landers brings almost two decades of experience as a physician, executive leader and public health policy advocate to lead The Alliance as its first Chief Executive Officer. 

As a board-certified physician in family medicine, geriatric medicine, and hospice and palliative medicine, Dr. Landers has dedicated his career to seeking home- and community-based solutions for ill and aging Americans. He is a champion of the impactful role home care and hospice play in the health and lives of communities, acknowledging that as an aging nation, providing compassionate, dignified and cost-effective systems of care to patients is critical.  

Dr. Landers graduated from Case Western Reserve University School of Medicine, where his training included a family medicine residency at Case Western and a geriatric medicine fellowship at the Cleveland Clinic. He also attended the Johns Hopkins Bloomberg School of Public Health, where he focused on health policy and management. He received a bachelor of arts in political science from Indiana University in Bloomington. Early in his career, Dr. Landers based his clinical practice on providing health care through house calls and has made thousands of home visits, primarily to low-mobility patients.

Dr. Landers has served on numerous boards and committees in the home-based care policy space, including past appointments to the boards of directors of the National Association for Home Care and Hospice, American Academy of Home Care Medicine, the Partnership for Quality Home Health, and the Alliance for Home Health Quality and Innovation (now Research Institute for Home Care). He has represented these organizations by engaging policymakers, including meeting with members of Congress; providing committee testimonies for Congress and state legislatures; and discussing home care policies and regulations with the U.S. Secretary of Health and Human Services, the administrator of the Centers for Medicare & Medicaid Services, Medicare Payment Advisory Commission officials, and federal agency staff. 

Prior to joining The Alliance, Dr. Landers served in several executive leadership roles. He was the director of home care at the Cleveland Clinic, and for more than 11 years was the president and CEO of the Visiting Nurse Association Health Group, Inc. — one of the oldest, largest and highly respected home health, hospice and community health organizations in the country.  

As a renowned author and thought leader in the care at home sector, his work has been published in the New England Journal of Medicine, the Journal of the American Medical Association and the Huffington Post. The work of Dr. Landers and his team to prioritize at-home vaccines for homebound seniors during the COVID-19 pandemic also has been featured by major news outlets such as ABC’S Good Morning America and CBS Mornings with Gayle King

Sherl Brand, RN, BSN
Chief Operating Officer

Sherl Brand comes to the Alliance with a wealth of experience spanning over three decades in nursing and health care management to serve as its first Chief Operating Officer.

As a results-oriented healthcare executive with strong management experience in compliance, quality, business development, advocacy, operations, and strategy, Sherl has proven history leading teams and developing partnerships to drive organizational growth and operational success. Sherl has also transformed state association operations to achieve recognition as a national leader and successfully executed advocacy strategy. She is recognized for her excellent interpersonal skills, outstanding professional leadership and relationships, and deep industry knowledge.

Since 2016, Sherl has been with CareCentrix, first as Senior Vice President for Strategic Solutions and, since 2022, as Senior Vice President & General Manager for Serious Illness Care at Home. Before that, Sherl served as Chief External Affairs Officer & Vice President Business Development at VNA Health Group, President & CEO & Director of Emergency Preparedness at the Home Care Association of New Jersey, Inc., Director of National Contract Management with Bayada Home Health Care, and Vice President of Business Development for Patient Care Inc.

Scott Levy, JD
Chief Government Affairs Officer

Scott joins the Alliance as its first Chief Government Affairs Officer. Scott’s career is marked by notable achievements and experiences in the public and private sectors. He most recently served as Chief Government Affairs Officer at Amedisys, one of the nation’s largest at-home healthcare providers, where he led initiatives that secured critical legislative and regulatory reforms, including payment model adjustments and the expansion of value-based care. His public service includes roles with all branches of government at both the state and federal level, where he gained invaluable experience in high-level government operations and policymaking. His skill set as a lawyer, where he has advocated for clients in regulatory settings and in the courtroom, combined with his political experience and decade of service to one of the largest providers in our industry make Scott uniquely qualified for this role at this time.

Calvin McDaniel
Chief of Staff

Calvin McDaniel is the Chief of Staff for the National Alliance for Care at Home where he focuses on Board of Director and industry relations, as well as management of the Executive office. Most recently, Calvin served as Senior Director of Government Affairs for the National Association for Home Care & Hospice (NAHC), where he led advocacy strategies, analyzed health legislation, and advised on industry policy trends. With experience in both Congress and the private sector, he brings a comprehensive understanding of healthcare policy and operations. Prior to NAHC, Calvin served as a Health Policy Fellow in the U.S. House of Representatives and as consultant at Cerner Corporation. His background also includes clinical experience as a Computed Tomography and Radiologic Technologist. Calvin holds a Master of Health Administration from Ohio University and a Bachelor of Science in Medical Diagnostic Imaging from Fort Hays State University.
