Our Strategic Direction
Our Strategic Plan for 2026 through 2029 reflects our commitment to the providers, caregivers, and patients at the center of home-based care and our responsibility to advocate for the policies, resources, and connections that make their work possible.
A Plan Built for Your Priorities
Care at home is at an inflection point. Reimbursement pressures, workforce challenges, regulatory complexity, and rapid technological change are reshaping what providers need from their national association. The Alliance’s 2026–2029 Strategic Plan is our answer to this reality.
The plan is organized around four pillars:
- Advocate. Protect and advance the policies, reimbursement, and regulatory frameworks that make high-quality care at home possible. We will advocate to secure care at home as essential, indispensable healthcare, and to ensure that payment reflects what it actually costs to deliver it.
- Connect. Build the networks, expertise, and relationships our members need to grow and lead. Through councils, peer learning, state partnerships, and dynamic engagement forums, membership will feel like a genuine community.
- Strengthen. Invest in the workforce, technology, research, and strategic partners that bolster care at home. We will build the evidence base, help develop the talent pipeline, and put the tools of innovation in reach for every member.
- Grow. Build an Alliance that is financially resilient, member-driven, and positioned to serve the sector for the long term.
Our Operational Framework: Centers of Excellence
The Alliance has five Centers of Excellence – one for each of the member types we serve: Home Health, Hospice, Home Care, Medicaid HCBS, and Palliative Care.
Within each of these centers, the Alliance provides services and expertise organized around these key pillars:

- Education & Workforce Development
- Research, Data & Innovation
- Regulatory Compliance
- Member Think Tanks & Communities
- Membership, Partnerships & Engagement
Taken as a whole, this forms the Alliance’s Strategic Architecture which serves as the operational framework for how the Alliance delivers on each pillar of our plan.
These Centers are not a reorganization, but rather a framework for our operations. Every team’s work connects to one or more of these Centers, and the goal cascade will help make those connections explicit.
