Denis Fleming Jr. serves as Chief Government Affairs Officer for the National Alliance for Care at Home, where he leads legislative and regulatory advocacy on behalf of home health, hospice, palliative care, home care, and Medicaid HCBS providers nationwide.

Denis brings more than two decades of experience at the intersection of government, healthcare policy, and law. Most recently, he served as Senior Vice President and Legislative Counsel for State and Federal Affairs at Optum Home and Community Care Delivery/LHC Group, now a UnitedHealth Group company, where his advocacy helped secure an 80% reduction in a proposed CMS home health payment rate adjustment. He held a similar role at Almost Family, Inc., a national home care provider, from 2012 to 2018.

Denis’s advocacy has produced enacted federal and state law. He was a material author of the Choose Home Care Act and the Health Care Workforce Investment Act, and he originated and drafted healthcare workforce investment legislation now enacted in Kentucky and Louisiana, creating thousands of scholarships and jobs for nurses and nurse aides.

Before entering the home-based care sector, Denis spent 9 years in Washington, D.C., as Chief of Staff to U.S. Congressman Ben Chandler (KY-6th), a member of the House Appropriations, Intelligence, and Foreign Affairs Committees. He began his public service career in Kentucky state government, where he served as counsel to Governors Wallace Wilkinson and Brereton Jones (1988–1993), as General Counsel to the Governor and Deputy Secretary of the Executive Cabinet under Governor Paul Patton (1995–2003), and as Chief Deputy Attorney General of Kentucky. Earlier in his career, he practiced healthcare law with the firm Barnett & Alagia.
