State Affairs Analyst
The National Alliance for Care at Home (the Alliance) seeks a State Affairs Analyst to support the organization’s mission by conducting substantive, high-quality qualitative and quantitative research and analysis, tracking regulatory and policy developments, and interpreting complex state and Medicaid information into clear, useful guidance that informs organizational strategy and decision-making. Reporting to the Vice President of Medicaid Advocacy & Programs, the Analyst serves as an important member of the Policy, Regulatory, and Compliance team and contributes directly to shaping the Alliance’s advocacy positions and ensuring the Alliance’s remains a trusted resource for Medicaid and state policy expertise. The Analyst will directly impact policy decisions, member education, and advocacy outcomes.
Primary Responsibilities:
- Build and maintain subject-matter expertise in state-level Medicaid programs, labor, and regulatory policy.
- Conduct in-depth, advanced qualitative and quantitative research to support advocacy and member guidance.
- Develop clear summaries and written analyses that inform strategic and operational decision-making by leadership.
- Draft and refine comment letters, toolkits, presentations, and educational materials.
- Analyze data, trends, and qualitative inputs to identify risks, opportunities, and emerging issues; surface insights proactively to keep work moving forward.
- Plan and manage projects, ensuring deliverables and deadlines are accurate and timely.
- Support cross-functional meetings by preparing materials, capturing key insights and decisions, and tracking action items to ensure timely follow-through.
- Present research findings and regulatory insights in a clear, professional manner.
- Independently manage analytical tasks and projects within established guidelines, demonstrating strong ownership, accuracy, and accountability.
- Maintain exacting standards for data integrity, documentation, and execution across all deliverables.
- Other responsibilities as needed.
Required Qualifications:
- Bachelor’s degree OR relevant work experience + High School diploma.
- 3+ years of experience in regulatory analysis, healthcare advocacy, or related field.
- Strong understanding of regulatory processes (Medicaid experience strongly preferred).
- Demonstrated ability to analyze complex information and synthesize it into clear materials.
- Proven ability to manage multiple priorities independently.
- Strong written and verbal professional communication skills.
- Must have integrity and discretion.
- Proficiency with Microsoft Office and collaboration tools (SharePoint, Teams, Zoom, Adobe).
Occasional extended working hours may be required during peak periods. Periodic travel may be required.

- Experience working in a mission-driven nonprofit or association environment is preferred.
- Genuine passion for improving the lives of older adults and expanding access to high-quality care.

Compensation & Benefits
This position is classified as a full-time, exempt position with a base salary range of $75,000 and $85,000.
