The National Alliance for Care at Home is calling on all members and advocates to take immediate action to protect and strengthen access to home-based care. Congress is actively considering a number of policies that could dramatically impact patient access to essential services, the care at home workforce, and reimbursement for these vital services.
We are urging lawmakers to support legislation that has already been introduced and to reintroduce key bills from previous sessions that would protect and advance high-quality care in the home.

Call attention to the worsening workforce shortage and the urgent need for policy solutions that support recruitment and retention in the non-medical home care sector by supporting the following bills:
- Support the Workforce: H.R. 2304
We support the Ensuring Access to Affordable and Quality Home Care for Seniors and People with Disabilities Act, introduced by Rep. Mary Miller (R-IL). This bill would restore long-standing labor rules that allow live-in and companionship workers to be more affordable and flexible— making it easier for people to get the care they need at home.
- Workplace Safety: H.R. 2531 / S.1232
We agree that protecting care workers from violence is important. But the Workplace Violence Prevention for Health Care and Social Service Workers Act could place tough requirements on home care providers—especially smaller agencies that work in private homes. We urge Congress to consider practical, provider-sensitive solutions.Â
- Support Family Caregivers: H.R. 2036
Family caregivers are a critical part of home care, often working without pay or recognition. The Credit for Caring Act would give working caregivers up to $5,000 in tax credits to help cover the cost of things like home care aides or respite services. It’s time we support those who care for others.

Care at home, wherever a patient calls home, is a lifeline for millions of Americans—providing comfort, dignity, and support in the setting patients overwhelmingly prefer. Yet without swift action, regulatory burdens, inadequate reimbursement, and workforce shortages could compromise the sustainability of care at home.
